Go to Options and turn off all the special effects. (I can only assume you've done this already.) Make sure no other windows are open. Then do what dawjbns said.

Ending explorer.exe may make all internet windows close. :!: (At least, it does on Windows ME with IE-6.)

I had very big lags on late level but when turned Frequent vibrations off no problem.
