4) The answer is:
4.1) Go through the vortex at level 46 and get 1190

(you have already done this).
4.2) Finish the "Paperwork" quest.
4.3) Wait until 1196

appears in the game.
5) You don't want to go there yet. PD15.12 is very hard to beat, somewhere along PDs 0 or 2 (or, if you ask me, 77).

Actually this PD have only 2 hard levels (or maybe only the last one). Most of them are easy if you don't rush and be careful.

Maybe I just haven't played it too long...
