I was thinking, if you made an account and didn't complete quests, would the BoS and the BoM appear more frequently?

Because I have this account and I haven't seen either, yet my old account that I used to have found a BoM very early on...

Do they still have the same chance of appearing, or would not having so many available items make it so they have a better chance of showing?

That is true. The more coeff.X items you have, the lower the chance of a determined item of that coeff. have to appear

Our research data shows that the probability is indeed dependent on the number of items you have available. If a higher percentage of your available items is coef.5, you will see a higher percentage of coef.5's in the game. The problem with using this to your advantage is that it only works in the short run. Say you unblock both books, then start doing quests. Even after you finish all the quests, the books will still continue appearing, so eventually you will end up with something like 20 of each book and 10 of all the other coef.5's. But if you just want to use this strategy to force certain items to appear in the short run, then yes, it will work.
