That's because only one is needed to complete the Christmas in Hammerfest! quest, and once that quest is completed, the stops appearing and becomes unblocked.

i didn't get once until my 20th game. (finally got it)

does any one notice that when you complete a quest that adds better items to the game, you seem to be able to get the within the first 2-3 games you play after you activate the quest, but after that, it just seems impossible.why do you think it does that i finished master jewler 2 days ago and today i got the ring for william tell, and the frost necklace, but i think they will dissapear...

They appear as normal, but you have more coeff.X and then the probability of getting the one that you want is low because of the many coeff.X you have.
