I am not American, and here in Germany I have not heard much about it. Everything I know comes from American websites since there is - of course - a lot more activity on this topic. However, it looks like this is another one of the situations where the "treehouse principle" could be applied to the internet: "Those who are unable to come inside are not allowed to make rules"

(In Germany, there was a lot more public discussion about Pippa than about PIPA)

Do you know the miniseries "Sherlock"? They had the 2nd season started at January 1st and last Sunday it had its last episode. SOPA and PIPA are just like what Moriarty pulled off on Sherlock. Selling a giant lie wrapped in a bit of truth. It's not about the law, but about the way it is used.
