You'll automatically start a quest when you get one of the items needed for it.

you don't know what the items needed for a quest are until you get it (or you have insider knowledge)..
for example. lets say theres a quest that needs 51018 31023 and 682.

if you got 1 1018,82, OR1023 then the quest would show up
