Finally got it!

Everyone is free to create as much thread as he/she wants. There's nothing wrong in creating a new thread about anything. However if people abuse the system or annoy the other players with his/her thread he/she may get banned for a while.

which I am sure he is not trying to do that, you don't see many new threads from him just regular posts.

Of course, everyone is free to create and answer threads. What I wanted to say was that if a thread is not important so you want it to vanish, you should just stop bumping it yourself
