ok you might be right about that but the order really is easy, i almost never don't get it
as soon as you enter the level you go through the blue bomb charger. then you go down and you kill the lemon and the banana preferably at the same time (more letters in level 37) then you go up, get the lemon into the right-hand box which will almost always be no problem and then down to death. then orange, banana and here you go, a nice giant purple crystal

I think he's called Plumper, because of PD17
where always he is. And the PD is called Plumper's hideout

That's meant to be called Plumber's Hideout, since it's a Mario-themed PD and Mario is supposed to be a plumber (hence the pipe with the portal in it).
