Cannot call to buy snowflakes

I call up the number for canada on my home phone ( it's not a mobile phone it is the phone in my bedroom ) and it gives the fast version of a busy signal and never gives me a code or anything.

Does the number in canada no longer work?

Can't be a mobile phone or a cell phone, has to be a touch tone phone. I haven't tried it in a long time....it was useless for me anyways, the code I got didn't work, and they never gave me a new one to replace it.
