Book of stars

What do I have to do to get a freaking book of stars to appear? Do I have to finish a certain quest first?

The Book of Stars is a VERY rare item (coeff. 5/6), but you don't have to complete any quest in order to get it

I think i'll never find it ...

no books for me in this game...
