It is not possible to win a key for the first time and use it in the same game.

Isn't the Hell dimension missing from Cadomax?

No, it's just so big that it has it's own seperate section

jd1234, you need to complete the Paperwork quest (take the key in PD46 to be able to start it) and get the 1196

after that. You get nothing more than points/items/letters.
