complete the quest sandy's adventure begins, how can a person thats ranked 6 in the top piramid not know this?

Because he can't complete this quest I think. He even can't start it. He is 845th player who had register here! So I think that this quest came after he started playing so this is why he can't start it.

Shouldn't his account be updated after the quest was released?? Or does this mean he can realy never complete that quest? :?
