Any precise idea on how to unlock higher-level snowflakes?

As far as I can tell it's random... However, they could appear once you unlock a certain number of items, or finish a certain quest.

What exactly does this do?

If it's snowflake 3 then it probably gave you more games-probably 15 if it follows the same pattern as 1 and 2.

Man i hate having to pay £3 just to get 13 games by phoning up >_>

You should pay by card... £3-£4 for 25 games. (i used my mums card).
