I only once picked up an item like this, but after that I can't drop bombs. What is this doing? Is there anything positive effect of this item?

its a quest item that stops you dropping bombs.it has no use ingame.also,next time use questions thread.it does wear off after a while though

There are other items of the same nature like the yellow jacket that makes you small. Some items have bad effects.

There is one advantage for getting that: It advances you in a quest "Mad hatter"
But after unblocking it, there's no reason to collect it anymore.
