This hat makes a symbol appear at the top of Igor's head and he can't lay bombs. That's all. Besides you need it for a quest .

I found the video and I was wrong. It was just too bad of a quallity and I thought it was normal mode. My bad.

If you try it in normal mode, bombing the block gives you some message that you can't go any further, or that only the best players can go further, or something like that. Don't remember it exactly. The block can only be bombed away if you're on nightmare mode, making the levels past it that much more hellish and sadistic.
