You can try to jump on its ledge using a bomb. After a few (or a few more) tries you are able to throw the bomb on it without landing there yourself...

2.Has it been released?just i thought all servers had same version now...

MrOstrich: the way i do it, is just stand under the side of it (easy enough to do, just be careful to not step too far and hit spikes!) and jump, and drop a bomb at just the right time. if you drop a bomb at the very top of your jump, it will land on the platform, almost certainly killing that pesky lemon.

Yes, all servers have the same version (except for details like the item names in the fridge). But there is still an item that has not been found yet And a key which no one knows more about...

Get at the end of PD 51; then you will unlock "advanced ball control" mode for Soccerfest. With this mode you can kick the ball farther if you are running at the same time. Nothing too special, just a small add-on
